To decrease difficulty for new players, there could be a system where some of the more complex systems in the game can be turned off through the difficulty slider/settings. This way new systems could be added without worrying about making the game too complex for the casual player. I’m not sure if this would be entirely feasible to implement though, since most of the events and policies in game are tied to each other in some form.
I’ve noticed a lot of good policy ideas aren’t implemented because they would be too difficult for new players, which is why I made this post.
I had a similar suggestion some time back where I adovocated for a veteran’s mode which made things tougher (more complex) for more experienced players.
