So the last couple of games I’ve played, voter turnout for both parties has been really low. 78% nonvoters in my most recent election.
I’m wondering what is causing this, and how it could be increased. The game doesn’t give any obvious indications.

I had the same problem I had 82% non voters even though going into the election I thought I going strong. I was trying to go for the grave digging boom achievement as Canada, so maybe my policies caused something to skew.
One of the recent patches did seem to have a side effect of dramatically lowering voter turn out. I think this was a side effect of some of the other things which were being changed about elections. The lead developer has said he intends to implement policies about voter turn out in the future, both to encourage and to suppress it.
