What exactly Difficulty slider affect?

There is “_winning_” link in 52 events and one situation - Water Shortage.

I guess “_winning_” is set by difficulty slider, so it seems it only affect events and one situation.
It seems to work as multiplier to policy cost and income too.
It doesn’t change voter happiness.

Its actually on my list to revamp and extend the stuff that the difficulty slider does before the next update, so its probably worth me replying properly then, but it does a lot of hidden stuff inside the game code (arguably not enough!)
