Where to put partynames.txt?

I have started creating a Norway mod, and wonder where to put the partynames.txt file? (given that this can actually be altered)

It should be possible to add different part names in the mod, yes?

Unfortunately, this isn’t a thing that can currently be modded through the mod system (as far as I’m aware).
