It would fit with the description of this policy if it helped curb tax evasion, especially given how much corporate tax feeds into tax evasion. This would make this policy too powerful if no other adjustment were made, so it would need to be rebalanced.
Currently the tax evasion crisis is one which offers the player very few options. I’m not saying that it should be easy to prevent or correct, but there should be options, with me choosing between multiple painful options.
