[mechanics] firing arcs

i would like to see the addition of firing arcs for turrets. At the moment its somewhat unrealistic on ships that turrets have a full 360 degree field of fire as on most ships portions of the ship itself would block the line of fire. i would like the ability on weapon slots in the ship file to specify a start and end degree for where the turret can fire.

example
0, 90 would mean that a turret could fire at any targets in the forward facing right quadrant of the ship
-45, 45 would give a 90 degree cone straight in front of the ship.

first number indicates the furthest the turret can rotate counterclockwise and the second number is the furthest the turret can rotate clockwise.
