I noticed that State Postal Service doesn’t impact State Employee membership or happiness. Has anyone else noticed other state company policies without such an impact?

Yeah, State Airline and State Postal Service doesn’t increase State Employer/Trade Unionist membership and Trade Unionist happiness.
But those two state industries isn’t nationalization, just giving state option.
This is definitely something that is incorrect because it will have an impact, but I need to do some reading and work out relative employment levels. The trouble with going too far down the state employee rabbit hole is that EVERY policy kinda boosts state employees to some extent. Even CCTV cameras need maintenance staff!
(and i fear over-cluttering the UI)
