Now we have young voters less likely to vote and elderly voters more likely to vote.
There should be policy, that increase apathy of opposition voters.
It would would be nice when playing as flawed democracy.
At extreme you would get something like Russia or China - virtually not possible to lose elections.
Also there should be policy that decreases apathy of all voter - at extreme it would be strongly enforced Compulsory Voting, where at least 99% of all voters vote.
