Alcohol Consumption Zero

I’m taxing both alcohol and tobacco at 25% and I have the alcohol awareness campaign active as well as the tobacco awareness. I just don’t think it would be accurate to then have alcohol consumption at zero yet still have fairly moderate tobacco use.

There is no legality law reducing tobacco consumption unlike alcohol and drug consumption.

Also drug consumption lowers alcohol consumption.
By the way drug consumption doesn’t have similar consequences as alcohol and tobacco consumption…
