I has a manifesto pledge to cut property tax by 25%. Instead I just cancelled the policy entirely. This didn’t trigger the pledge too succeed.
Furthermore I was still able to access the cancelled policy details page by clicking on the pledge icon.
This allowed me to ‘lower’ the policy, which triggered the pledge to succeeed. Also all the modifiers in this ‘ghost policy’ are empty.
