Cancelling policy costs less political capital than reducing

Looking at ubi which I currently have at maximum it cists 30 to reduce a lot but only 22 to cancel.

Maybe the cancellation cost should increase when the slider is far to the right?

Agreed, cancellation cost should probably be partially dependent on how strongly implemented a policy currently is.
And so, for that matter, should introduction cost. Although I can already see that balancing that well might be difficult, because on one hand that might make it very easy to implement policies which are currently difficult to get through, and on the other it might really hamper your ability for introducing emergency legislation.
It’d also perhaps make donor demands more difficult.
