This mod introduces Bootlegging, a negative situation caused by high alcohol taxes and harsh alcohol laws. Bootlegging increases alcoholism and organized crime, and upsets parents. It can be handled by police, border controls and ID cards.
Overrides:
- Poverty no longer increases Alcohol Abuse. This downward spiral is too crippling for a troubled nation; Alcohol Abuse is already bad as it is.
- ID Cards are less effective against Violent Crime, to offset their new anti-Bootlegging function.
