It should not be too difficult to implement.
The effects can be something like:
+parents
+religious (huge)
+conservatives
+crime (because the people that will insist despite the law are now considered criminals)
+state employees (because you would have to create a department to enforce the law)
+health
+money (fines)
This has already been suggested quite a few times. I believe that Cliff has an entry on his Trello Board for policies which affect Gender and Internet, with more inputs as well. I believe that this could be a part of that.
He has said that he sees as many posts as he can. I would say maybe wait till some more time has passed, or alternatively, just send him a DM, instead of tagging him.
Its not a bad idea for a policy actually, as we do need stuff that is more conservative. Too many policies are liberal right now… I need to think of a tasteful but clear icon for it though…
