I never had this issue, but I don’t think it’s actually a bug: according to your screenshot, the concentration AFTER the agglomerator is 10. The problem is that the concentration needs to be between 8 and 11 BEFORE the agglomerator. The 8-11 concentration is a condition for upgrading, and it should be so before the upgrading machine.
In other words, you need to put an agglomerator after the one you selected and it should work.
Of course, if you tried it and it doesn’t work, it’s a bug and you have my apologies!

My take is the same as Piratmac. Unless I hear back I will assume that was the case and it is not, in fact, a bug.
