Not sure what to call those little puzzle pieces you place, but Make Valves is no where to be found even though there is a research for it.
Yup, this is already fixed for the next patch, it was just a data error 
I’m on 1.04 but still no Make Valves slot. I researched this in the previous version, 1.03a. Does this only appear in new saves by any chance?
Same here, and my save is started on 1.04.
Same here. Still seems to be a bug in 1.04
I can confirm this is still present. No ability to make valves is present after researching the tech. 1.04
