can you make it so that the import priority rule is decided as following or similar
from Manufacturer blocks, then to the nearest supply stockpile, then to the nearest importer

Hell, no! This would not allow to make clean layouts and to use the stockpile as buffer between the production slot that uses a component and the manufacturing slots that provide the component over time anymore. If the arrangement of both is not close enough together the production slot will have to wait. Making a supply chain from importer to stockpile to manufacturing slot to stockpile to production slot would be impossible …
I’d say yes if the order was Stock Pile, Manufacture Block and then Import.
