Minister effectiveness and replacing Ministers

  1. How does a Minister’s effectiveness (measured in percentages) affect implementation of policies, and;

  2. What real effect does firing and replacing a Minister have on gameplay?

ministers effectiveness is used as a partial multiplier for the effectiveness and costs / income of policies in their dept, so a good finance minister will actually bring in more tax, and a good transport minister will get better effects from transport policies for less cost.
Firing a minister will mean less support from those groups that he counts as his core supporters, and of course, that you will have to put a less experienced minister in the job. This can also mean less political capital each turn.
