It significantly helps “Environment” - but, more to the point, shouldn’t it address “Pollution”? When I think of “Pollution” as a crisis that people care about and which increases respiratory disease and reduces health, I think of “Air Pollution”, which is what this crisis should probably be renamed to.
The “Green Electronics” policy, for comparison, directly decreases the “Pollution” crisis, and hence reduces “Respiratory Disease.” In the real world, there is no relation between electronics recycling and respiratory disease.
