I am not sure if this was intended or a bug, so I have decided to put it here in General Discussion: is this a bug or an intended design because I am not too sure I understand it.
That just means if racial tension is under control, it makes a positive contribution to an egalitarian society. If racial tension got out of control for whatever reason, then that would threaten the existence of an egalitarian society and maybe even cause a good green bubble situation like that to come to an end.
