Could have a new situation; white collar crime. A kind of backlash to high literacy etc, which is greatly increases tax evasion situation. Reduced by police spending(but no other crime policy), low business tax maybe. Perhaps a dilemma could trigger it, if the literacy is high enough. Like direct police into either white crime or gang squad. Or White crime or terrorism.
