I envision it as a policy that would lower the value of organized crime and crime rates but reduce support for conservatives and liberals. But of course it could be implemented in other ways.
Plea Bargaining is a result of lack of access to legal aid and representation, and the US bail system. It isn’t a policy in its own right.

Germany, Italy, and Japan also have crown witness systems, if not plea bargaining itself.
