Typo in policies.csv?

Hi,

I think there is a typo in the current policies.csv, under the row for the Death Penalty, the effect to “Religious” is not written correctly. See the following grep output:

Opponents are concerned by the possibility of killing the wrong person, and suggest that only a barbaric state has the death penalty. Note the lack of quotes around it and the missing comma between Religious and the equation that follows.
