My apologies for my future error in English I’m not English.
I have Democracy 3. I’m on windows 7. There no mod on my game.
When I launch the game, It launch correctly but When I click on the play button, the game crash every time.
I probably have not all the sys32 file on my windows, I don’t know why but it’s a reality.
What file of windows I have to download to play at the game correctly.

Before you worry about sys32 files, have you tried uninstalling Democracy 3? That means clearing everything Democracy 3-related out of the following folders:
C:\Users<Your username>\My Documents\My Games\
C:\Program Files\Steam\Steam Apps\Common\ (Or wherever you installed it to)
You can make backups of both directories (eg to preserve saved games), but the main thing is to do a full uninstall & then reinstall the game: if it still crashes after a fresh, clean install then we at least know it’s not the game causing the crashes.
