I was playing as a defender, and I deconstructed a command center that was giving my nearby units the Rate of Fire increase. The lightning bolt icon remained on the towers after it was removed. Not certain it was still getting the boost bonus or not.
This is fixed in patch 1.003. Thanks for reporting it.
